The Admin and Human Resource Department of Olorunda Local Council Development Area is responsible for managing the council’s administrative functions and personnel. Here are the key functions:

Personnel Management:

  •  Recruitment and Hiring: Managing the recruitment process, including advertising job vacancies, conducting interviews, and on-boarding new staff.
  •   Training and Development: Organizing training programs and workshops to enhance the skills and capabilities of council staff.
  •   Staff Welfare: Ensuring the well-being of employees, including handling grievances, staff benefits, and welfare programs.

Administrative Support:

  •    Office Management: Overseeing the day-to-day administrative operations of the council, including managing office supplies, equipment, and facilities.
  •    Record Keeping: Maintaining accurate records of council proceedings, employee files, and other important documents.
  •    Correspondence Management: Handling incoming and outgoing mail, emails, and other forms of communication.

Policy Implementation:

  •     Enforcement of Policies: Implementing and ensuring compliance with the council’s policies, rules, and regulations.
  •    Human Resources Policies: Developing and updating HR policies, including employee handbooks, codes of conduct, and disciplinary procedures.

Performance Management:

  •    Appraisals and Evaluations: Conducting performance evaluations and appraisals for council staff, setting objectives, and managing performance-related issues.
  •     Promotion and Career Development: Managing promotions, career advancement opportunities, and succession planning within the council.

Payroll and Benefits Administration:

  •     Salary Administration: Managing payroll, ensuring timely payment of salaries, allowances, and other employee benefits.
  •    Leave Management: Administering leave policies, tracking employee leave records, and ensuring proper leave documentation.

Legal and Compliance:

  •    Labor Law Compliance: Ensuring that the council adheres to all relevant labor laws and regulations, including those related to employment, health, and safety.
  •    Conflict Resolution: Handling disputes, grievances, and disciplinary matters in line with established procedures.

Strategic Planning:

  •    Workforce planning: Analyzing and planning for current and future staffing needs, including succession planning and talent management.
  •    Organizational Development: Implementing strategies to improve organizational efficiency and effectiveness.

       Communication and Liaison:

  •    Internal Communication: Facilitating effective communication within the council, including coordinating meetings, memos, and internal announcements.
  •    Liaison with External Bodies: Acting as a point of contact between the council and other government agencies, organizations, and the public.

This department plays a vital role in ensuring the smooth functioning of the council by managing its human resources and providing necessary administrative support.
